
WASHINGTON –Today, Senators Bernie Moreno (R-Ohio) and Tammy Baldwin (D-Wisc.) introduced the Compressed Gas Cylinder Safety and Oversight Improvements Act of 2025 to strengthen federal oversight of foreign-manufactured gas cylinders and level the playing field for American manufacturers.
“For decades, foreign manufacturers have exploited loopholes to undercut American manufacturing and put American consumers at risk,” said Senator Moreno. “I’m proud to work across the aisle to fight back for American industry and to reinforce our supply chains with rigorous safety standards.
“For too long, foreign manufacturers have been held to a lower safety standard when it comes to products that millions of Americans use every day, undercutting Made in America companies and potentially endangering public safety,” said Senator Baldwin. “This commonsense reform will ensure gas cylinders meet the same rigorous standards, no matter where they are made, leveling the playing field for our Wisconsin manufacturers and giving consumers peace of mind that they are safe.
The Compressed Gas Cylinder Safety and Oversight Improvements Act of 2025 would:
- Require foreign manufacturers of hazardous materials cylinders to meet the same inspection, safety, and compliance standards as U.S. producers – protecting American jobs and consumers.
- Require rigorous vetting of foreign cylinder markets, including new disclosure requirements, public comment on applications, and re-evaluation procedures for companies caught submitting false or outdated information.
- Authorize the Department of Transportation to conduct regular, cost-recoverable inspections of foreign facilities, revoke approvals for those that obstruct or refuse inspections, and require production data and random sample testing of cylinders.
The legislation was previously led by Senator J.D. Vance (R-Ohio) and Senator Baldwin.
